DANANG - The Quang Nam Payment for Ecosystem Services (PFES) fund committed to fund the salaries of 20 Quang Nam forest guards for the remainder of 2015 and 2016. The guards' salaries will be tied to government salaries: for 2015, they will receive 30% of the basic government salary, which will increase to 45 - 50% in 2016.

The Payment for Forest Environmental Services and Reducing Emissions from Deforestation and Forest Degradation (PFES/REDD+) is a component of the stimulating Sustainable Saola Snare Removal (Saola CEPF) and the CarBi project. Since the first implementation of this forest protection model, WWF has highlighted the importance of local governments’ financial assistance to the program’s long-term sustainability. In 2012, discussion with local governments and relevant departments led to them committing to financial and technical assistance for this forest protection model.

Meanwhile, a similar PFES fund has been recently started for the Thua Thien Hue SNR. Though they only receive a small portion of the provincial PFES funding, they are saving a portion to support Hue saola forest guards. Hue SNR plans to submit a letter to the provincial authorities for more funding for the guards from the contingency PFES funding.
