WWF - Viet Nam: Consultancy services to study on informal sector in waste management in Long An and potential measures to implement WWF’s Environmental and Social Safeguards Framework

GOAL AND OBJECTIVES: The study aims to explore the implications (especially in terms of emerging risks to socio-economic inclusivity) of changing contexts of policy and applied practice of municipal waste management in Viet Nam for the informal sector in Long An province, and determine risk management strategies.
Based upon and grounded in the key tenets of WWF’s Environmental and Social Safeguards Framework (ESSF), the study will achieve these specific objectives:
  • Provide a comprehensive picture of the informal waste sector in Long An, historical development, current status and role in/ contribution to the province’s waste management and recycling industry, and possible trends of the sector in the future.
  • Provide in-depth analysis of socio-economic implications of changing contexts of municipal waste management policies and practices in Viet Nam for the informal sector in Long An. The changes comprise EPR and waste segregation at source, which are mandated by the LEP 2020 and will be coming into effect in early 2021, as well as the recent implementation of projects in Long An, piloting waste sorting at household level and separate collection of different waste types.
    • Identify socio-economic risks for informal waste workers and facilities
    • Assess efforts for social inclusion within the policy framework and planned practices
  • Evaluate the informal sector’s vulnerability against these changes and their adaptability within this context and upcoming developments in the future.
  • Propose potential solutions to mitigate socio-economic risks, minimize vulnerability and maximize adaptability of the informal sector in the emerging contexts.

  • Tasks and outputs;
  •  Activities and milestones;
  •  Personnel including time allocation for tasks
  1. Financial proposal: costs based on daily averages and expected expenses for the activities mentioned in Tasks 1 – 4).
