1. Background of project and consultancy assignment

The Voices for Mekong Forests (V4MF) project is a European Union (EU) funded project. The overarching rationale of the project is that for forests to be sustainably managed, civil society must have the capacity to organize them to share information, strengthen their negotiating positions and effectively present their concerns and solutions to policy-makers. The project notably contributes to the Forest Law Enforcement, Governance and Trade - Voluntary Partnership Agreements (FLEGT-VPA) initiative and Reducing Emissions from Deforestation and Forest Degradation (REDD+) by helping to ensure they are built on multi-stakeholder processes. The overall objective of the five-year (2017-2021) project is that
By 2021, empowered and networked NSAs in three trans-boundary landscapes assess, monitor and respond appropriately to strengthen forest governance, particularly in FLEGT-VPA and REDD+, and effectively engage in policy processes.
WWF is taking lead the project component related to development and implementation of Forest Governance Monitoring System (FGMS) for NSAs to monitor the forest governance situation during the project lifetime. Up to now, the FGMS application has been successfully developed, and the pilot of data collection in the field has been conducted in January 2020.

2. Objectives
  • The costs and benefits related to the use and maintaining the FGMS system and application are identified, by:
+ Evaluating all potential costs and benefits that using FGMS may generate. (This can be done by him/herself and/or in consultation with pioneer users of FGMS Application). The costs include direct, indirect and intangible ones.
+ Identifying opportunity costs if using FGMS rather than some other forest governance monitoring methods (e.g. SAGE, etc,.)
+ Weighing the benefits from FGMS to alternative methods/competitive advantages of itself.
  • Funding mechanism is proposed, by:
+ Identifying potential fundings for maintaining the FGMS system after the V4MF project ends.
+ Identifying potential NGOs or CSOs those are suitable for taking over to maintain the FGMS system after the V4MF project ends.

3. Required profile 

Required knowledge and experience:
  1. Post graduated degree in forestry, natural resources management, or a related field;
  2. At least 10 years of practical experience working in the Vietnamese forestry sector, especially in forest governance;
  3. Knowledge of forest governance, policy of related sector such as land administration, taxation, labour, trade, etc.
  4. Knowledge of forestry policy, and sustainable forest management, forest certification, VPA/FLEGT process in Vietnam, timber legality and EUTR, REDD+;
  5. Experience in doing survey, cost-benefit analysis, funding channels, monitoring and evaluation project/programs;
  6. Experience in working with NGOs in Vietnam, in particular with WWF are an advantage.
