WWF-Viet Nam: Professional Consultancy Services - Developing action plan for mitigating marine plastic litter from fisheries, aquaculture, and tourism activities in Phu Quoc Marine Protected Area between 2021 and 2030

Background
Recently, marine plastic waste has been a global issue. There are many activities at different levels to achieve a common goal as reducing the impact of plastic waste on the environment, economy, and society.
Plastic waste management is a frequently discussed topic on the international agenda, such as the United Nations Conference on Sustainable Development (RIO + 20) in 2012, United Nations General Assembly September 2015, World Economic Forum 2018, Economic Cooperation Asia-Pacific (APEC), and the Association of Southeast Asian Nations (ASEAN).
Within the BMU project, WWF would like to assist the National Park of Phu Quoc, one of the key partners of the project, with technical consultancy on the development of “Action plan for mitigating marine plastic litter from fisheries, aquaculture, and tourism activities in Phu Quoc Marine Protected Area (MPA) between 2021 and 2030”.

Specific objectives of the assignment
- Present an overview of natural and socio-economic conditions in and surrounding the MPA, and background of the legal framework related to marine plastic litter management at both national and provincial levels.
- Assess the current situation of marine plastic pollution in Phu Quoc MPA, and identify the contribution of plastic litter from fisheries, aquaculture, and tourism activities to the MPA based on literature review and field survey results.
- Understand management and collaboration mechanism among relevant stakeholders in Phu Quoc city and Kien Giang Province regarding marine plastic litter management through stakeholder mapping and analysis
- Develop an action plan for mitigating marine plastic waste in Phu Quoc MPA, that should be attached with a plan for monitoring and evaluating the implementing progress.
- Develop a detailed proposal for preventing and collecting ‘ghost gear’ (abandoned, lost, or discarded fishing gear) in the ocean and on the beaches belong to the marine protected areas, and aquatic resources protected areas

Timeline: September 2021 to December 2021

Proposal submission requirements
The Consultant should submit applications by 23 September 2021 23:59 (GMT+7). The application should be a maximum of 20-pages not including CVs, and include:
- Covering letter
- Company description (if the proposal is submitted under a consultancy).
- Relevant project references (with copies or online links, to at least two relevant projects)
- Proposed methodology, survey forms, and work plan, including milestones
- Proposed budget (breakdown into reimbursement expenses and consultant fees; taxes included)
- Consultant team description with CVs attached
CVs of key experts (maximum 4 pages) should be provided in an annex.
