WWF-Viet Nam: Call for Consultancy on development of plastic waste management action plan for Ha Tinh city

Plastic waste pollution has become one of the biggest environmental challenges in the past decade. Currently, plastic is found everywhere, even the least expected, in the air we breathe, the food we eat, the water we drink and the environment in which we live.

As a developing country, Viet Nam is more than ever witnessing endangered environmental problems due to strong economic development, of which plastic waste pollution is a serious problem. Viet Nam is ranked as one of the countries with the largest amount of plastic waste going into the sea each year. The convenience and low cost of plastic products are making consumers increasingly dependent on them.
 
As a leading conservation organization, WWF is aware of the seriousness of the ocean plastic pollution problem in Viet Nam. The emergency situation in overcoming ocean plastic pollution has become a great motivator for WWF developing and implementing a Plastic Reduction Program. The project "Mitigating marine plastic debris in Viet Nam" (hereinafter referred to as Project) is sponsored by the German Federal Ministry of Environment, Nature Conservation and Nuclear Safety through WWF-Viet Nam’s Management and implementation, and approved by the Ministry of Natural Resources and Environment of Viet Nam in July 2020. The project is implemented in 7 provinces and 3 protected areas, including 4 components: Component 1: Policy; Component 2: Communication; Component 3: Plastic Smart Cities; Component 4: Marine Protected Areas. In which, component 3. "Plastic Smart Cities" includes 7 cities: Ha Tinh, Dong Hoi, A Luoi, Thanh Khe, Phu Yen, Rach Gia and Long An. The Plastic Smart Cities component will support cities to develop plastic waste management action plans to 2025, with a strategic vision to 2030 with the goal that after 2 years of implementing the plan, each city will reduce 30 % of plastic waste in the natural environment, and striving to 2030, there will be no more plastic waste in nature.

Therefore, in order to support the local government and the local Natural Resources and Environment sector, the Project needs to hire a consultant to develop an Action Plan (AP) on plastic waste management from 2021 to 2025 and a strategy to 2030 for Ha Tinh city.

Requires education and experience
  1. Minimum of 5 years of relevant experience in municipal solid waste management, especially the following topics:
    1. Baseline MSW surveys;
    2. Planning and evaluation of MSW management systems;
    3. Developing MSW policies and regulations;
    4. Understanding economic and financial aspects of MSW;
    5. Working with stakeholders across the resource value chain;
  2. Understanding of Ha Tinh city;  
  3. Experience in preparing high quality written outputs in both Vietnamese and English;
  4. Experience in non-government projects is an advantage;
  5. Priority is given to local candidates in Ha Tinh province or who have strong connections with local stakeholders.
